Details of Selection of Strategic Partner for Construction of State Solar Power Plants of High Capacity Announced – Facilities Need to Be Built by 2028

The Government of Serbia has adopted the decision on the selection of the strategic partner for the realization of the project of the construction, without management and maintenance, of self-balancing solar power plants of a high capacity with battery systems for the storage of electrical energy in Serbia. As can be seen from the decision, the plan is for the construction of solar power plants to be completed by June 1, 2028.

The solar power plants will have a total installed power of 1,000 MWac (that is, 1,200 MWdc), with battery systems for the storage of electrical energy with a total installed power of at least 200 MW and a storage capacity of 400 MWh and be owned by Elektroprivreda Srbije (EPS), which will also manage them.

According to the decision, in selecting the strategic partner, the regulations which regulate public procurement procedures and the regulations which regulate public-private partnerships are not implemented.

– The public call is carried out by implementing the principle of public bidding based on the collected bids, the principle of transparency and a ban on discrimination, the principle of environmental protection and the principle of efficiency – the decision says.

Bidders may be local or foreign legal persons, as well as consortiums of local and/or foreign legal persons, and among other things, one of the criteria is experience in building at least 25,000 MW worth of electrical energy projects, as well as over 5,000 employees.

The bidder also has to have an annual turnover of financial funds in the past three years (2020, 2021 and 2022) of USD 5 billion per year and to have successfully realized at least one agreement of the same or similar nature, based on which solar photovoltaic power plants with a total installed power of at least 300 MWp were built.


It is also necessary for the bidder to submit a statement on accepting the obligation to complete the construction of the offered solar power plants by June 1, 2028, at the latest, which will be an integral part of the agreement with the selected strategic partner.

As eKapija has written before, this turnkey project will be developed, built and handed over to the ownership of EPS.

– That means that, in addition to building the solar power plants and the battery systems for the storage of electrical energy, the strategic partner will be obliged to carry out all the other necessary activities and to build all the remaining infrastructure – says the Government’s decision.

In order to ensure the optimal evenness of the production of electrical energy, the total installed power needs to be distributed among five or more independent solar power plants.
