Soap opera continues: Recently revived tender for purchase of 25 trams halted again due to request for protection of rights

The people of Belgrade have not gotten a new tram in over a decade, and nobody can even guess when they will. The tendering procedure for the purchase of 25 new rail vehicles is turning into a veritable soap opera. This procedure is truly getting genre-characteristic plot twists, whereby, just as the audience thinks a problem is resolved, a new one appears.

In the case of this tender, just as the procedure, suspended in early May due to the submitted request for the protection of rights, was relaunched on May 23, it was suspended again on May 24. This time as well, the reason for the extension in this tender, as can be seen from the documentation, is a request for the protection of rights. That means that, once again, the deadline for the submission and opening of the bids will be moved and prolonged. After the most recent relaunching of this tender, May 27, until 8.30am, that is, the next Monday, was set as the new deadline for the interested bidders to submit their bids. Before the suspension of the tendering procedure, launched on April 11, the initial deadline was May 7.

As we wrote at the time, when the tender was initially suspended, the question of its conclusion will depend on the further dynamics and steps by those in charge, that is, GSP Beograd as the procuring party and the Republic Commission for Protection of Rights in Public Procurement Procedures.

This outcome is not surprising after all, given that the procurement procedure has been poorly set up from the very beginning, due to the material mistakes in it, the procurement price and the unusually high number of complaints by potential bidders.
