Faculty of Civil Engineering publishes new list of unavailable documents for Novi Sad Rail Station – Preliminary design, selection of subcontractors, contracts among disputable items

On the occasion of the publication of the documentation of the Government of Serbia regarding the reconstruction of the Novi Sad Rail Station, the Faculty of Civil Engineering in Belgrade has published a new statement on what other documentation is missing. Let us remind that, in December as well, after a detailed analysis at the time, the Faculty of Civil Engineering announced that key documents were missing from the published documentation.

In its latest statement, the Faculty of Civil Engineering said that “in order to inform the public, it has conducted an analysis of the available documentation that was published on the website of the Government of the Republic of Serbia, the Serbian Railway Infrastructure a.d. and on the website of the Higher Public Prosecutor's Office in Novi Sad, as of January 24, 2025.” Continuing the statement, the Faculty of Civil Engineering says that more than 10 documents are missing, and for some of the documents that are kept electronically, it says that it cannot be determined by date whether they are the final versions of the documents or the documentation is not authentic.

eKapija shares a part of the announcement about the documentation in full:

– We believe that at this moment, at least the following documentation is not available to the public or is incomplete:

1. Project documentation:

1.1 Preliminary design – not available

2. Contract documentation:

2.1 Contracts and annexes to contracts with all the subcontractors – not complete

3. Construction site documentation:

3.1 Records on possession of the site – not available

3.2 Construction logs of all professions – not complete

3.3 Measurement book and interim and completed statements – not complete

3.4 Inspection book – not available

3.5 Attestation and technical documentation – not available

3.6 Geodetic survey of the facade substructure – not available

3.7 Statement on completion of the foundation – not available

3.8 Statement on completion of the building in a structural sense – not available

4. Documentation under the responsibility of the Investor

4.1 Documentation exempted from the Serbian Railway Infrastructure (consent on the selection of all the engaged subcontractors, including the Technical Control and the Technical Inspection Commission) – not complete

5. Documentation under the jurisdiction of the Republic Construction Inspection:

5.1 Confirmation from the competent authority on receipt of the Statement of Completion of the Foundation (for the new gallery in Vestibule B) – not available

5.2 Confirmation from the competent authority on receipt of the Statement of Completion of the building in a structural sense – not available.

The Faculty of Civil Engineering continued the statement by emphasizing important notes:

– Documentation that is kept electronically and is not certified by an electronic signature cannot be dated, so it is possible that it is not the final version of the documentation or that the documentation is not authentic.

– The documentation shows more than 130 subcontractors in a table. Their subcontractors are not shown. Contracts with all participants in the project implementation are not available.

– Certain construction logs are available to the public. Some of the available logs are not readable. As documentation that is not kept electronically (it is filled in manually), taking into account the time that has passed since their publication, the authenticity of the construction logs may be questionable. There is no record of the technical inspection of the facility in the available construction logs, or of the commissioning of the facility.


– An analysis of the monthly reports has determined that the monthly report for April 2024 is missing. Weekly reports are available according to which the architectural and construction works on Vestibule B of the Novi Sad station building began in the fourth week of April, which is not in accordance with the available construction logs in which the works in question began earlier. It is important to emphasize that the Report on the completed technical inspection of the station building with the proposal for trial operation is dated April 4, 2024. Also, this Report refers to the Application for Works, which does not apply to the cadastral plots on which the station building in Novi Sad is located.

The consent of the investor and the financier to the selection of all subcontractors is not available. According to the Agreement between the financier, the investor and the contractor, the selection of all subcontractors must be carried out through a public call, transparently and ensuring competitiveness. There is no documentation available on the basis of which it is possible to determine how the subcontractors were selected, i.e. there is no documentation from the public calls for the selection of subcontractors – says the statement of the Faculty of Civil Engineering.
