Vinca Institute looking for consultant to develop strategy of this institution of national importance

The Vinca Institute of Nuclear Sciences announced today a tender seeking a consultant for the strategy development of the Vinca Institute - an institute of national importance for the Republic of Serbia, as stated in the published tender.

The documentation states that “The Vinca Institute of Nuclear Sciences, the National Institute of the Republic of Serbia, the University of Belgrade (Vinca) is currently building institutional capacities that include fundamental and applied scientific research with the aim of translating research results into market activities and project implementation.”

The goal of engagement, as stated in the tender, is to support the development of new customized strategic documents based on needs and the current status of strategic orientation.

– The consulting house should develop and implement a coordinated approach in the development of the institute’s strategy that will take into account the needs and current status of the institute and be developed using a modern approach that will include interactive engagement of management in defining the vision, strategic priorities, goals, performance indicators, tasks and specific initiatives with defined responsibilities in the Vinca Institute’s business segment. Therefore, special expertise in the development of strategic documents with an emphasis on research institutes is needed to support the Vinca Institute in the development of an institutional strategy for the period 2025-2030 – the documentation says.

The consultant is said to be expected to prepare a Needs Assessment Report based on an initial meeting with Vinca’s management and collection of available documents, including an analysis of existing documents, key activities, vision, mission, strategic goals and recent activities. The report should contain an action plan with set measures, time frame and required human resources.

The consultant should also provide guidance and support to the Vinca Institute in the development of new strategic documents, including strategic analysis (internal and external), to map strategic business areas in terms of products and services, technology, human resources, to set strategic goals and strategy design, to do stakeholder analysis and engagement plan, to develop/update the vision, the mission, etc.

The selected consultant will also provide support in the presentation of the adopted final strategic direction and prepared strategic documents to their internal communities.

– The Vinca Institute will provide access to all relevant documents, insight into ongoing and planned activities, existing strategic documents, innovations arising from realized and ongoing projects and other relevant documents – the documentation states, noting that the consultant will maintain the confidentiality of all information that is not in the public domain and will not be involved in another task that represents a conflict of interest for the task.

The deadline for the development of the finally agreed strategy of the Vinca Institute, with the key strategic choices of the Vinca, including the vision, strategic priorities, goals, performance indicators, tasks and specific initiatives with defined responsibilities and implications for the business segments of the Vinca Institute, cannot be longer than 5 months after the signing of the Agreement.
