Public session on the draft plan for the EXPO complex and the National Stadium has been cancelled

The Agency for Spatial and Urban Planning of the Republic of Serbia announced that the public session of the Commission for Public Inspection of the Draft Spatial Plan of the Special Purpose Area of ​​the National Football Stadium - the fourth phase, scheduled for Friday, March 21, 2025, in the MTS Hall in Belgrade, is being cancelled.

The new date of the session, as they stated, will be announced later.

Several associations and organizations are against holding the session

This decision comes after the non-governmental organization Regulatory Institute for Renewable Energy and the Environment (RERI) called on citizens, the professional public and associations to request an immediate suspension of the proceedings of the session. RERI claims that the draft spatial plan, which envisages the expansion of the space for Expo 2027 by an additional 250 hectares, has been exposed to public scrutiny under an abbreviated procedure, with restrictions on public participation.

The organization states that the citizens were informed about the meeting less than 48 hours before its holding and that the Agency requested applications for attendance and discussion, which limits the right of the objectors to explain them verbally. RERI warns that such behavior violates the rules of transparency and public participation in decision-making, and that citizens are effectively prevented from timely information and participation in the planning process.

We remind our readers that the Draft Spatial Plan covers an area of ​​813.6 hectares, including the coastal zone of the left bank of the Sava from Blok 45 to the Ostružnica Bridge. Part of this space is intended for the construction of a theme park within the Expo 2027 complex.
In addition to RERI, the request for the suspension of the procedure was also supported by numerous associations, including Partners for Democratic Changes, European Movement in Serbia, Autonomous Women's Center, Youth Initiative for Human Rights, Slavko Curuvija Foundation, CRTA, Ministry of Space, Civic Initiatives, Share Foundation, YUCOM, NUNS, Nova planska praksa, Za nas kej, Blokada smrada and Blok 70 - Joint Action.

The Agency for Spatial Planning and Urbanism said that the public will be informed about the new date of the session in a timely manner in accordance with the law.
