Construction of state-owned solar power plants with capacity of 1 GW to begin this year – EPS announces tender for supervision worth EUR 5.5 million

Elektroprivreda Srbije (EPS) has announced a tender for professional supervision and consulting services for the construction of self-balanced solar power plants, and the value of the work is estimated at 650 million dinars (about EUR 5.5 million).

The Government of Serbia and EPS signed an agreement with a strategic partner, the consortium of companies Hyundai Engineering and UGT Renewables, on the construction of large-capacity self-balancing solar power plants with battery systems for electricity storage.

Work is scheduled to begin in 2025, while construction is expected to be completed by 2028, followed by a two-year warranty period.

Solar power plants will be built in the territories of the municipalities of Negotin, Zajecar, Lebane, Leskovac, Bujanovac and Odzaci, and the total power of the plants will be 1,200 MW DC/1,000 MW AC. In addition, battery storage facilities with a total installed capacity of 200 MW and a capacity of 400 MWh are planned.

At the beginning of the year, the Minister of Mining and Energy, Dubravka Djedovic Handanovic, stated that, for the project to build self-balanced solar power plants with a capacity of one gigawatt throughout Serbia, planning and technical documentation was being prepared, which should be completed within the stipulated period, and construction work was expected to begin by the end of 2025 or the beginning of 2026. She added that negotiations on financial conditions were ongoing.


In September of last year, the Government made a decision on the creation of a Spatial Plan of the Special Purpose Area for the strategic project of building self-balanced large-capacity solar power plants with a battery system for electricity storage.

As announced, the project will be developed, built and handed over to EPS on a turnkey basis. This means that strategic partners, apart from building solar power plants and battery systems, will also be obliged to build all other infrastructure.
