Energy balance of Serbia for 2025: Use of wind energy increases by 17%, of solar energy by 3%

In 2025, Serbia plans to import 90% of the required quantities of natural gas, as well as 80% of the required quantities of crude oil (and semi-products), which is 25% more compared to the estimated import of crude oil in 2024, according to the Energy Balance of Serbia for 2025, adopted by the Government of Serbia and published in the latest Official Gazette.

On the other hand, Serbia plans to import 0.800 million t of oil derivatives, which is 22% less than the estimated import in 2024. Also, in 2025, it is planned to increase the production of primary energy from wind, solar, biogas and waste, announced the Association RES Serbia.

29% of the planned energy comes from RES

As stated in the Energy Balance, the total planned production of primary energy from RES in 2025 is 2.770 Mtoe (million tons of oil equivalent), which is 2% less than the estimated production in 2024.

RES make up 29% of the planned total domestic production of primary energy for 2025, which is a smaller percentage than the previous year. In this structure, the largest share belongs to solid biomass (61%) and hydro potential (30%).

The planned use of solar energy in 2025 is 119 GWh, which is 3% more than the estimated energy in 2024. The planned use of wind energy in 2025 is 1,639 GWh, which is 17% more than the estimated value for the previous year.

Production of solid biomass in 2025 is planned at 1.700 Mtoe, while 88% of this consumption is predominantly used in households for heating. The planned capacities of plants for the production of energy from biomass and biogas are 2.38 MW and 51.861 MW. An increase in production from small hydropower plants is also planned (15% more compared to 2024).


Thermal power plants will continue to be a pillar of the Serbian power system, producing over 62% of total electricity, or 24,202 GWh.

Total installed capacity of wind and solar power plants almost 800 MW

As reminded in the document, the total installed power of wind power plants so far is 684.28 MW, of which the installed power of new wind power plants is 76 MW. When it comes to solar power plants, the total installed capacity is 113.56 MW, of which 18.7 MW are new capacities in 2025.

The projected capacity of customer-producers in 2025 is 123.67 MW, of which the new capacity is 43 MW.

The final consumption of electricity in 2025 is planned in the amount of 29,425 GWh, which is close to the estimated final consumption in 2024.
